Aha!  I sense a pattern here!

Otto Bagman and Aberforth Dumbledore are working together, placing
inappropriate charms on things efficient in getting rid of grass!

These questions remain:
Would getting rid of grass help Dumbledore's side or Voldemort's?
Are Otto and Aberforth attempting to enhance or hinder the
grass-shearing capabilities of lawnmowers and goats, or are they
trying to apply them to some alternate purpose?
