It's highly likely that JKR has redefined 'warlock', but if she hasn't....

The entry in Brewers Dictionary of Phrase and Fable:
Warlock. 
An evil spirit. A wizard.  O.E. waeloga, a traitor, one who breaks his word.

The S.O.E.D. gives 4 meanings,  none of them friendly ( one is a monster or
giant which would make identification easy).

The individual closest to the definitions would be Voldemort or at a stretch
Pettigrew.

Now what can we read into that?
