Well, I don't know. It could well be a subtle joke on JKR's part.

Sir Cadogan (which I tend to pronounce 'kay-DUH-gawn', but I admit 
that isn't Standard English pronunciation), is completely mad. This 
is referenced a few times. In PoA, for example, Ron calls 
him 'completely mental'.

And, in the UK, a common slang phrase for 'I am going INSANE' is:

'I'm a teapot. I'm a teapot!'

So, yeah, I can see Cadogan=teapot as another one of JKR's name 
jokes. He *is* a teapot. Completely mental.
