Good question. Hmmmmm.....  Maybe he doesn't live there.  Maybe he 
was there looking for his future family, Harry particularly.  He was 
beaten up on Harry's birthday.  If he's a muggle as we've been led 
to believe, he'll have to be knowledgable of the magical world and 
someone else will have to have sent him through time.  But we don't 
really know what happened to Harry's grandparents.  In the mirror of 
Erised, he thinks he recognises a grandfather, though.  Interesting.
