I believe Sherrie is right about this. In SS, when they go to the 
zoo for Dudley's birthday and Harry gets in trouble for freeing the 
boa constrictor, Harry is given a major punnishment, and when he is 
finally released from the cupboard under the stairs the shcool 
hollidays have started. So Dudley's birthday must be at least in 
June.
