Whizbang:
   It does seem so obvious, but it's not carved in stone.  He may 
have been there only a short time, or may actually live in a nearby 
community that borders Little Whinging.  Harry may have overheard 
the name when he heard about Dudley beating him up.  
It's a difficult idea to encourage to gel, though, I admit.
