Carol:
I thought the same thing recently when I reread Fleur's comment in GoF
that a poltergeist wouldn't have been allowed in Beauxbatons. I know
we can't always take a character's word as fact, but I think she's
right in this. I can't see Madame Maxime tolerating Peeves for a
moment. I'm not even sure that Karkaroff (if he were still headmaster)
would allow him in Durmstrang. (Too frivolous, and we're deadly
serious about the Dark Arts here, thank you.) So it does seem as if
Peeves is yet another outcast that DD has taken under his wing. Too
bad he and Filch can't recognize and appreciate the similarity of
their respective positions. :-)
