Just because the ministry's involved doesn't mean there's no need for 
a secret organization involved in resisting Voldemort. The Ministry's 
pretty easy to infiltrate (as we've seen this time around with all 
the spies/accidental passing of information etc.) compared to a 
secret order in which everyone knows everyone else's background.
