So why would the Weasleys et al have to travel by Ministry car in
HP&POA? Sorry but I think canon disproves your admittedly lovely
theory.

My impression was that people generally ended up in the "Leaky
Cauldron" but I could be vastly wrong. AFAICR we never actually found
out where anyone except for Harry arrived.
