Dursleys.

On the original point-

While the statement does still contain  degree of ambiguity, the
continual emphasis on PLACE and THERE, as well as Harry being told to
stay in the house when ever trouble occurs, those things combined
together pretty strongly imply that it is the PLACE where his blood
dwells and calls HOME that protects him.
