I wonder about that. I haven't gone back to re-read that portion 
lately, but IIRC, not all the DE's are named.  So we don't 
really "know" whether he was there or not.

I didn't see your original post.  It sounds logical that Luna's 
father might be a target for the DEs. But why do you think it will 
be before her 16th birthday?  Are you saying, before her 6th year at 
Hogwarts?
