Carol:
I agree. Even if Dudley had latent magical powers (which I doubt), he
wouldn't be admitted to Hogwarts at age sixteen. Consequently, he'll
only be in a small part of the book. The HBP has to be someone else.
My candidates so far (mentioned in other posts) are Dumbledore and
Godric Gryffindor. I'm leaning toward the second since we've had no
indication of any kind of royalty in the "modern" WW. Even the one
"lord" is self-appointed.
