I might be weird, but I think it's already a lot. When I was a
teenager (and not even a "troublesome" one like Harry), I don't think
anyone truly cared about me apart from my mom, my sister, my best
friend in Senior High, and a few friends at church. And when I look
around me, I see that it's a general thing : close family, good
friends, some of the peple you often associate with, those are
generally the people who truly care for you.

Harry's close family doesn't care for him, granted, but all the adults
you mentioned, plus his two best friends do. That seems quite OK to me.
