I agree with you. And I want to add, that I think Filch is also the
one, who deserves most to show magic. Not because he is such a nice
person (of course he's not), but because he is the one who tries to
learn. Maybe Mrs Figg, does, too, but we don't know it, and the
Dursleys surely don't. I think it would be fair if the character who
actually tries everything to learn it will finally succeed.
