Phil comes up with a brilliant idea:
What if the Half Blood Prince is Peeves, the school poltergeist?
Half blood could mean half ghost and half wizard.
 From COS:
Unlike the ghosts around them, Peeves the Poltergeist was the
very reverse of pale and transparent. He was wearing a bright
orange party hat, a revolving bow tie, and a broad grin on
his wide, wicked face.

Phil again:
Although his little pranks don't do permanent damage, he could be a potent 
weapon if a battle was fought inside the school.
