   I was always under the impression, from Aunt Petunia's outburst in 
the hut on the rock, that the underage wizard restrictions came after 
Lily left school, that and if Lily wasn't allowed to use magic during 
the holidays then Harry wouldn't either, and she would definently 
mention this to Vernon when they were all terrified of waking up as 
bats in the second book.
