I knew I coudl depend on you to clarify things for me. :o) Now, I 
think I finally understand the reasoning behind "Snape has to 
maintain his cover".

It is basically that Voldemort thinks that Snape as his faithful 
supporter, but not a spy for him will be openly anti-muggle and anti-
Harry by extension.
