I would think that both Cho and Hermione have far more and happier
memories than Harry. As we know these are essential for the casting
of a Patronus.
I think that the main reason it took Harry a long time (relative to
Hermione, Cho, etc) is that he was very conflicted about mastering
the Patronus Charm. If you remember, he wanted to ward off the
dementors but at the same time he very much wanted to hear his
parents voices, and he struggled with this conflict right up until
the moment he *had* to perform it successfully in order to save
Sirius, Hermione and himself. This seems to be strong foreshadowing
for his failure to master Occlumency, mainly because he really wants
to see what's behind that door. Of course, this time his failure
costs Sirius his life.
