I guess my problem here is that I'm not making myself clear. We don't know that Cho and Hermione - the only two we *know* can produce a Patronus - were not given the chance to grab *extra points* because we didn't see them do their practical exam. If the examiners did know, and that's a big if, that others could produce a Patronus, maybe they were asked too, we just don't know because we weren't there. We don't know what exactly they were asked. Old Professor Marchbanks, who had seen DD do things with a wand she had never seen before, could have asked everyone she tested to show them everything they knew. We just don't know because the only exam we are really privvy to his Harry's.
And, after all it was only one point in question "I heard, from my dear friend Tiberius Ogden, that you can produce a Patronus? For *a* bonus point...?" [Professor Tofty speaking there.]
Fudge, himself, in PA said "Ah, well, Snape...Harry Potter, you now...we've all got a bit of a blind spot where he's concerned.' Maybe poor old Professor Tofty thought Harry could use all the points he could get.
