The way I read in OOTP, neither Hagrid nor Madam Maxim would use magic
because they didn't want to be traced by ministry spies or Voldy spies.  The
less magic used, the better, so they went without.  When Ron asked Hagrid if
he couldn't have used a portkey, Hagrid's response was that they, not just
he, were being watched, etc., etc.
