What Mr. Oleander says is "You'll never get such good results with another
wizard's wand" (SS, Chapter 5 Dagon Ally, pg. 84 (Scholastic)), which is not
exactly the same thing as saying "If you use another wizard's wand it won't
work at all."  Maybe you get more "oomph," more precision, something from a
well-matched wand.  And after all, neither Ron nor Neville is a champion
wizard.
