Carol responds:
I think you're confusing two separate charms, the (as yet
hypothetical) one that Lily cast to protect Harry from Voldemort's AK,
and the one we know that *Dumbledore* cast to extend the protection
Harry received from Lily's blood to Petunia and the Dursley house.
Sorry I don't have a page reference for Dumbledore's charm, but it's
mentioned in OoP ("The Lost Prophecy").
Carol, who also wants to know what the Howler means but will be both
surprised and disappointed if Muggle Dudley is a suppressed wizard
