Maybe we can take Jo literally here.  In other words, maybe she 
isn't sure whether Snape is a vampire, although she thinks it 
unlikely that he will turn out to be one.  This could happen if she 
has been toying with the idea, and is leaning toward discarding it, 
but hasn't made her mind up yet.

Remember the sketch with all the various possible ways of sorting 
students into houses?  Suppose that, a day or two before Jo had 
finally settled on the Sorting Hat, someone had asked her, "Jo, will 
the students be sorted by a panel of prefects and heads of houses?"  
She might have said, "Erm... I don't think so." 

Of course, she *could* intentionally be hiding something here, 
too. :-)
