Apparate into Hogwarts?

I've read all the posts about apparating into and out of Hogwarts, 
and I know that everytime it's mentioned in one of the books, 
someone says "You can't do that!"

But....

OotP, page 622.....

"Fawkes circled the office and swooped low over him [DD].  
Dumbledore released Harry, raised his hand, and grasped the 
phoenix's long golden tail.  There was a flash of fire and the pair 
of them had gone."


If that doesn't mean he apparated out of there, what does it mean?
