I think it just might be Ludo Bagman.  Think of the potential plot 
twists!  There will still be the question of DE influence on the 
ministry, there will be acrimony between the ministry and the 
goblins, and there will still be a relatively incompetent and easily 
manipulated person in charge!  The possibilities are endless.
