Angela,

At 1st I had the same thought...but Rowling also says that the reason 
that she cut Dean Thomas out was the fact the she needed to cut some 
things out of the story and Neville was more important to the overall 
plot of the books so she developed Neville and cut the additional 
information on Dean out. If he were the half blood prince I think she 
would have built his character up more.
