Allison:

The conspirators were in fact hanged at *Fort* McNair (Ft.) - perhaps 
that was a typo?  At any rate, no, there is no Mt. McNair here in DC -
 the closest thing we've got is the Hill.

Interesting connection, though.  Especially since there is some 
controversy over whether all of those hanged were really guilty, 
particularly Mary Surratt.  There was (understandably) a rage at the 
time to have the conspirators caught and executed.  Perhaps JKR *is* 
drawing a comparison with Buckbeak, who is condemned as part of a 
campaign to discredit Hagrid and Dumbledore.

Or maybe it's a Mark Evans.:)
