Could it be that Petunia is a squib (or not) and that Dudley is a wizard? 
Could Dumbledore have negotiated Harry's care in exchange for suppressing 
Dudley's magical abilities? If Petunia hates everything magical, wouldn't 
she want to "squash" it out of Dudley?

<grin> And wouldn't Dudley be a great addition to the Draco/Crabbe/Goyle 
team? <grin>
