I agree, it's an interesting theory. I'm just not sure JKR would introduce
a new and potentially major character so late in the series. Or could
it be someone *already* in the books? If Regulus fell in love with a 
Muggle, and she bore his child, the child might have her last name.
In that case it could be someone already at Hogwarts, or at another
Wizarding school like Durmstrang.
