It could be due to inconsistencies in the terminology of the
translated versions I read, but I've rationalized the magic-using ban
as a spell-casting ban. After all, small explosions from the room of
Fred and George (CoS, GoF) have been happening on several summers,
including times when they were below OWL age. And according to Ginny
(GoF), they were making what would become Weasleys' Wizarding Wheezes
in there, which are definitely enchanted items. The enchantment we've
seen (that doesn't count as Charms) features magic use but no actual
spellcasting.
