But from what we know right now, it is after the age of 17 that wizard are considered *of age* and allowed to use magic outside of Hogwarts.  Fred & George & Percy had to wait until they were of age (17) to take their apparition tests.  It is the summer of OotP, after F&G turn 17 in April, that they apparate everywhere and use magic for everything, to their mother's frustration. *Some* rule would have had to have been changed between Lily's time at Hogwarts and Harry's.
