Well, I have no clue if Sirius actually made a will, I don't even 
know if he had that in mind.  But I'm sure there are wizarding laws 
of inheritence matter in case of sudden unprepared death.  And 
the "noble" pureblood Black family would know great deal about laws, 
I'm sure.  IMO there is a good chance that Kreacher knew where he 
was going after Sirius was eliminated.
