My theory, which I guess I am not making clear, is that LV did not *choose* HP at this moment at all.  He was going to kill both kids.  No point killing the one and having it turn out to be 'the other one.'  If there had been 10 kids born at the end of July to parents who had thrice defied him, he was going to kill all 10.  DD believes he *chose* HP because they are both half-blood because that is the way it looks.  LV didn't make the choice not to attack Neville he didn't have the chance to attack him.  His parents were in hiding.  He found the Potter's first thanks to Wormtail.   Lily's sacrifice for Harry *vanquished* LV.  It really had nothing to do with Harry Potter whatever.
