Who knows with Jo, when she's borrowing from the story and when she 
just likes the name? I don't see Snape moving into such a high 
position at such a young age. (Well, young from a WW standpoint.)  
The Severus you mention is also named Lucius which I think may lead 
to a family connection between Snape and Malfoy.(Based on Jo's 
tendency to have close relatives have "themed" names.)

I just read through that site on Mugglenet and found the background 
to Voldemort's name  even more interesting than the one for Albus.
