Yes, they are indeed. The characters on those cards are canon. There 
are well over a hundred of them with the new ones in the Prisoner of 
Azkaban game, (including Maladora Grymm, who is clearly the witch in 
Snow White). They were invented by Rowling. I have it from both 
Wizards of the Coast, who made the chocolate frog cards, and 
Electronic Arts, whe use electronic versions in their games, that 
Rowling was the source. This is now becoming even more evident as 
the cards are appearing on Rowling's website as the Wizard of the 
Month.
