Something tells me that even if word of Umbridge's behaviour got to Fudge,
he'd find a way not to hear it. In GOF, during the World Cup, when Malfoys
arrive in the top box, Lucius insults the Weasleys, asking Arthur what he
had to sell to get seats, surely the Weasley house wouldn't have fetched
enough. Fudge acted like he didn't hear a word of it. Maybe he trained
himself (or Lucius trained him) so well that he does manage to block such
things completely and honestly not hear them.
