Here's the whole quote (OotP, US Hardback, pg 836):
"While you can still call home the place where your mother's blood
dwells, there you cannot be touched or harmed by Voldemort. He shed
her blood, but it lives on in you and her sister. Her blood became
your refuge. You need return there only once a year, but as long as
you can STILL CALL IT HOME, there he cannot hurt you. Your aunt
knows this. I explained what I had done in the letter I left, with
you, on her doorstep. She knows that ALLOWING YOU HOUSEROOM may well
have kept you alive for the past fifteen years." (emphasis mine)
I read this as Petunia has to be the one offering, not just that he
lives in the same place as she does. If Dudders and Petunia had to
room at the Weasleys, then it wouldn't be Petunia's call to allow
Harry to stay, it would be Molly's.
Like I said before, if Petunia gets a new place and allows Harry to
live there during the summer, then yes, the protection would still be
in effect. I think she'll be on the run, tho, without a home that's
wholly hers. At that point, Harry honestly has no place to call
home, so the protection won't work.
