Hmmm, I don't think it's silly. I'd never thought about that, but it 
does seem to fit.  I had always figured that it was an introduction 
to Voldemort, a scene that shows him at the height of his powers, 
and on the verge of taking over, when he suddenly finds out that 
Harry is a threat somehow, but in retrospect and in light of OotP 
that would have ruined a lot of the surprises and tension in the 
books thus far. I think yours is a pretty good bet.  We know that 
we're going to learn lot's more about the past, particularly about 
Harry's parents, so that would be a good way to start all that.
