Um - when?  WHEN did Dumbledore ORDER Snape to do that?  To the contrary, I'd 
have thought Dumbledore would have referred that Snape NOT reveal his DE past 
(or remind Fudge of it, if he happened to have been at Karkaroff's hearing).  
No, I think that was Sev's own idea - and an oddly-impulsive act for a 
Slytherin.
