Draco's intent, Dementors and Boggarts

The Boggart was an imitation of a Dementor; it took on all the 
attributes of a Dementor. Feeding on your fears it generates more fear.
That's what it does, that is it's nature. It is a fear amplifier and
broadcaster - directional, of course.

A couple of teenagers stumbling round dressed in a sheet generate
nothing except laughter. They do not have the ability to drain
happiness or cause the re-call of horrible memories. Nobody, not 
even themselves in their wildest dreams would expect that they could.
The very best they could do would be to *look* like a Dementor. Even
then it wouldn't be long before somebody noticed that this Dementor
walked instead of drifted.

If you like, it's the comparison between the Basilisk's shed skin and the
Basilisk itself. At first glance they may look the same but there's one
hell of a difference.
