I'd say that fire of hers might be magical; we don't know how she starts it,
we don't know what she puts into it. :-)
I have to wonder if there are various grades of magicalness; we've got
squibs who can't do anything most people regard as magical; but are there
other levels?  JKR hasn't tackled this really, but I have to wonder, as I
recall seeing some wizards do magic without need of a want, i.e. snapping
fingers and tying someone up, as I think it happened in SS/PS when Harry was
tied up by Quirrell.
