Geoff:
A person can drive a small motocycle (up to 50cc I think) at the age 
of 16. For a larger machine, IIRC they have to pass their driving 
test and ahve to be 17.

However, Sirius' machine is described as "huge" when Hagrid arrives 
on it at the beginning of Philosopher's Stone.
