If you're really devious.....
Peter tipped off Fudge *and* made sure Sirius knew where he was.
The 'confrontation' was staged on ground of Peter's choosing; he already
knew what he was going to do, how he was going to escape, leaving
Sirius carrying the can.
Whether Fudge was actually in on it or a dupe is problematical. IMO given
his track record, this is yet something else he wouldn't be comfortable
answering questions about.
