I can see both sides of this.  Like you said, Snape
could very well just be teasing Harry.  But (and
forgive me, I cannot remember which book it was) Harry
had said that he scraped a passing grade in Potions. 
If Snape had been giving Harry Outstanding grades, he
would've done better than scrape a pass. So, I lean
more towards the grades being zeros.
