It appears Snape told him to cast that spell. It isn't certain if 
Snape taught it or simply knew of Draco's ability.  At first I 
thought it might indicate that Snape spent more time with the 
students of his House than McGonagall does.  But I've seen posts 
that demonstrate Lucius could have taught the spell to Draco.
