Geoff:
I've just been reading that bit and I would put a different 
interpretation on it. By the fact that were are not told that Harry 
and Co. did not sign the paper, I assume that they did which would 
bring it into line with the quote above. Perhaps Hermione felt that 
they had now gathered all the likely members of the DA at that point 
in time.
