Sirius said those words in Chapter six and the tone I took was that 
he didn't agree with the tradition, even for a vile thing like 
Kreacher.

And even if he did -- I think he didn't -- but even if he did, I 
doubt the other Order members would have allowed it.

I agree, it would have solved a LOT of problems. :)
