Or it could mean  "You're not [Karkaroff] his"

Crouch Sr. knows that Karkaroff was a Deatheater and for all he (Crouch Sr.) 
knows Karkaroff could still be one.  I think Crouch Sr. was doing the best 
that he could at that time to determine if he was safe.
