I suspect, if they are qualified to attend Hogwarts, they posses a 
certain level of skill.  With that skill come various unexplainable 
incidents (like Harry appearing on the roof at school).  If the 
Dursleys had a child like that, they might want to do what they could 
to keep them under wraps.  As such, it might not be too difficult to 
convince them to send that child away.  If they go to Dad's Alma 
Mater, everyone will know about the strange things that happen around 
them.

Or perhaps there's some kind of charm that can be olaced upon them to 
keep their skills from developing.
