Ann Radcliffe was a late 18th to early 19th century English author 
(around the time of Jane Austen).  She wrote gothic romance novels, 
including  _The Mysteries of Udolpho_ and _The Romance of the 
Forest_.  I haven't read her novels yet, but I imagine a 
Draco/Hermione ship would be her kind of thing.  My guess is the JKR 
used the reference to Ms. Radcliffe to make a joke about the 
questioner's gothic tendencies.
